Need help from OT HVAC Experts

I have a carrier HVAC system with the comfort zone II zoning system. I have 4 zones:
Zone 1 - 1st Floor
Zone 2 - MBR
Zone 3 - 3 spare bedrooms
Zone 4 - Basement
When I program the thermostat, everything seems fine. My issue is that when I look at zone 4 on the thermostat, it says "OF" for off. I can set it during the program mode, but anytime I try to run the system, zone 4 says "OF". My question is how do I get zone 4 to actually work?
Every other zone works as advertised. I thought that there could be an issue with the damper, but I tested the system out in install mode, and all the dampers work (meaning when I cycle through the zones in install mode, the applicable zone's damper is open when the rest are off). So the dampers work. I then switched the remote sensors from zone 4 to zone 3, but the problem didn't follow. I checked the wiring to make sure all the connections were secure, and they are.
Is there something simple I'm missing that lets you turn off a zone or turn it back on? The manual says put the temp all the way down and "OFF" will show. And then put the temp to a normal number and it will be back on. That isn't fixing the issue for me. Any help is appreciated.

what temperature have you set zone 4 to?
When it shows "OF" what happens when you push temperature down or up buttons?

All zones are set to the same temperature. When it shows off for zone 4, nothing happens when I press the up or down arrows. Also, if I press "set time/temp" while it displays zone 4, it still shows OF. Nothing happens when I press the up or down. Only that zone. Weird.

I'm thinking this is it too because I just found another slightly less annoying issue. The fan stays on auto. The fan button won't switch the fan to off or on.

It isn't the dampers. You have mini tstats in each zone right? It sounds like a tstat problem to me. These systems are a pain in the arse to work on. I can't really help you without being there to see your system. How old is it and can you call who installed it?

It was probably installed 15 years ago. It does have mini remote sensors for the other rooms. But I swapped those around and the problem didn't follow. I'm thinking it's the main thermostat, especially since the fan button doesn't work either. There are only 4 wires to the thermostat and they look like they're wired correctly.
