He won't stay long they never do. 6 months tops and he'll disappear. He'll get tired of family pressing 'rules' on him and asking him to take his meds. We tried to buy a condo for a family member to give them a home-base but mentally ill people don't want a safety net. Its all about the next wild ride. Nothing you can do for them, its a really frustrating and depressing situation for the family dealing with it. Stop texting the brother he's done what he can do. Brother has about as much control as you do of this guy.

Just buy the guy a snickers bar and some beer so he doesn't focus on you and tell him all the neighbors have cameras. He'll disappear soon

Get all the neighbors to buy cameras and everyone look out for each other. If the guy takes one step on your property, get him on trespassing. Same for the neighbors. He gets on their property, let them know so they can get him on a trespassing.

Look into you local vulgarity/decency/nuisance laws and/or noise ordinances. May be able to get him on some sort of ordinance that is never enforced. But at least then you can inform the cops that they in fact can take him even if he's not getting "violent".

Walking in the middle of the road and blocking traffic is certainly "disturbing the peace".

If this want to know how these situations can turn out, check out this incident from Baton Rouge over the weekend. Crazy guy shoots his neighbor while the neighbor was trying to get mail. Then gets into a shootout with Sheriff’s Deputies.

It's actually a very nice neighborhood

Multiple NOO neighborhoods are rarely “very nice”. Take a picture of the house

Buy him some beer, put a sedative in it. When he passes out load him up in the truck and drive him 300 miles away and leave him at a truck stop with no money or ID.
