Knock on neighbor's door. When neighbor answers say there is something you would like to talk about if he has time. Say that you are thinking about putting up a fence and ask if he would mind going in on it for the property line that you share. The end.

It all depends who owns the fence currently. If it's your friend he'd have to tear it down a leave it and the neighbor's insurance company would have to come out and threaten to drop him.

There are very specific statutes in LA regarding fences and walls on property lines and having a pool has nothing to do with them.

The laws all came from old New Orleans situations where houses in the Quarter shared common walls. They made the laws since buildings were on top of each other and even shared walls and you couldn't have neighbors battling it out in the street over these issues.

Don't be "that guy", approach said neighbor with an offer to replace the fence which would have two "good" sides, his contribution to the fence would be for his "good" side and half of the posts and rails, a win/win for everybody, each of you gets a "good" side and you reduce the cost of posts and rail by half... OR offer to alternate fence sections resulting in each of you paying for half of the fence...

If said neighbor says "no thank you", then frick him and do it yourself just as you want...

When I put in a fence about 9 years ago, I just asked the two neighbors that already had a fence up if I could tie into it. I'd never ask for them to pay for it. The yard behind ours is completely fenced in, but I needed to put one in there on my side since their side was about 8 feet within the property line. They wouldn't have cared if we built it right up to their line, but after the fence guy got it surveyed he wasn't comfortable building something on their land, and said if they ever had an issue it might become a headache for me down the road. Or if they sold the place, a new owner might want to tear it down, and then I'm left with getting that back section fenced at a later date. The neighbor to my left, their fence was on the line, and didn't care if we just tied into it.

TL;DR version, pay for your own fence and only ask if you can tie in to existing fencing if necessary.

ETA: In a similar fashion, when I rebuild my house in a few years and and put in a new fence, I won't be asking any of my three neighbors for any fencing contributions. I'll also make sure I'm within my property line just to avoid that headache. And I like my neighbors too.
well you should get their opinion. i mean if the 4 houses are backing each other, yea you wont be blocking anyones view. but if you are on say a lake and someone put a fence up.....no that can cause an issue....

I don't care very much about someone's opinion when I'm building something on my own property. I also don't live on a lake, so it's a moot point.

It depends on the current fence.

My fence is called neighbor friendly and the panels alternate facing each neighbors yard. He could offer a neighbor friendly if the neighbor pays half.

We just had ours replaced. I talked to all the neighbors, gave them plenty of notice, etc and got the ok from them.

I paid the fence guy for the job and the neighbors wrote me checks for thier share of the job.

It helped i know my neighbors and am on good terms with them.

My first home is now a rental home. When I was living there, I built a 6' privacy fence and double side the fence facing the road. The rest of the slats around the perimeter faced inside. I told my neighbors to feel free to add slats on their side if they did not want to see the 4x4s and crossing studs but if they did, they would have to sign a waiver agreeing that the slats they install would legally be mine. Not that I cared to own some slats but If I ever wanted or needed to take down the fence I did not want any issue about "shared" ownership of my fence. Neither of them cared enough to do that.
