As for OP, I’m guessing it’s likely a rougher part of Nashville given the pic. Is there even a safer spot for the stop nearby?
That all said having dealt with a transportation department in a metro school district, they’re more worried about efficiency than safety. I had to fight to get a stop moved from in front of a trap house to a car lot where there was an actual street light for the kids to stand under (they got on the bus at 6:00 am) and it damn near took an act of God to do it.

Change the bus stop location to the “Nashville Republican Party Headquarters” and imagine how fast that gets addressed

in my defense I had just started dating my current wife and we were in the wild initial phase of our relationship and she lived nearby in a crossover neighborhood. It's on Dickerson Pike (no really
) and the inside is a sketch as the outside. It's about a block away from the Dive, a renovated rundown motel that rents rooms for like $600/night.
And yes, this is really sad that's the best place they can find to stop but there's nothing but blight on both sides of the road going north for miles.

When I was in 4th grade at Brownfields Elementary, our bus stopped at the Red Garter Lounge on Plank Road. 3 kids got off there every afternoon and went inside. We thought nothing of it.
