You're looking to far into it.... fish is being used very vague/general and also arbitrarily . Feel free to supplement it with any other underwater being that will never have the ability to surface it's threshold.

And to add to that, the fish have no way to go where the the people in the boat actually come from to try to get a better understanding just like we couldn't take a plane or anything that we understand to the realm of the superior beings.
