My neutered male dog still humps legs

He’s 5 years old now. Got him neutered at 6 months. Been humping legs ever since. Wife yells how do we get him to stop humping legs. I tell her pick him up and blow him.
Seriously this dog is a maniac. He’ll even get a half chub before trying to hump. Sometimes he’ll lick himself until he’s fully erect then he lays on his side and pants.
I can’t even fault him and I’m a little jealous.
In all seriousness, what can be done to stop this aside from amputating legs or a penis.
