East Baton Rouge parish got hit with it years ago so EBR and every parish that is next to EBR has to do emissions testing. It's why Livingston parish does emissions testing but Tangipahoa doesn't.

Just go to a different parish that doesn’t do emissions testing.

Unless something changed, they won’t do it if you have an address on your registration that requires an emissions test. I had to drive from Thibodaux back to BR to get my sticker back when I was in school.
