Back from the meeting
Few things: we are on a hiring freeze so any open positions is extremely rare.
Second, they need cfo approval to replace me which can take months
Third, they tried to screw me again saying they feel I need to improve my performance on the current team
Fourth: my team goals are so fricking retarded that we can’t hit them and I successfully interviewed they are cockblocking

They gave you 4 of the most common excuses.
That's hilarious.
I bet you sat there and took it too.

So, not even a pay increase? Looks like you need to get that resume updated and start looking for another job. If I were you, I'd stay there until at least February/March when hiring picks up again after the winter lull.

It sounds like you're not as good at your job as you think you are and implied in your OP.

Issue is my director is under pressure too. We are a utiliy and $ is tight right now.
Also yes due to our cost savings, CFO has to confirm that position is of a dire need.
I am applying to places as we speak.

Who did they hire to fill the promotion? What was his/her experience?

thats the fricking thing, they didnt hire anybody because the other team made this position for ME.

They'd let him go, if that's the case. They may not like him, personally, and only need him short term.
BUT, if he wasn't good at his job, they'd let him go be someone else's problem. I have 30+ years of management experience.

Very smart. Were you placed on any type of PIP (performance improvement plan) or did you sign anything acknowledging the conversation about your performance?
This is classic corporate shenanigans. Creating a nice paper trail to cover their arse when they decide to can you once they are done using you.
These cos ain't loyal. Good luck with your search.

My boss just screwed me over a promotion
I had an opportunity to get promoted to a different department and he blocked it by saying I spent all my time on TD.

ETA, just read the results of your meeting, good luck on the job search, sounds like there is some management ineptitude where you are now.
