Lists mean nothing. Texas dropped from best business environment bc the criteria had a new "inclusion" data set. Lists say what the producer of said list wants.

I remmeber just recently some one had new orleans in top 10 in the world in murder rate per 100k

So New Orleans, Baton Rouge, and Atlanta are safer than Billings and Fargo. Yeah, ok.

Neighborhoods like Englewood and Garfield Park are Chicago proper. People aren't referring to places like Oak Park or Cicero when talking about Chicago crime.
