Lists mean nothing. Texas dropped from best business environment bc the criteria had a new "inclusion" data set. Lists say what the producer of said list wants.

Neighborhoods like Englewood and Garfield Park are Chicago proper. People aren't referring to places like Oak Park or Cicero when talking about Chicago crime.
