What else could possibly come out of that place? Pumps off line? Phantom "fires"? Clogged catch basins and now this...

Those two employees - as well as a third who Civil Service said has held an "unauthorized" project manager job for months - have been given until March 2 to leave their posts.
In a report released Monday (Feb. 19), Civil Service staff found that the Sewerage & Water Board's intergovernmental relations manager, Hayne Rainey, and its press secretary, Zachary Hudson, were both hired to "unauthorized" positions. That report follows a prior Civil Service report that said Muhammed Owusu, a construction project manager who has instead worked in human resources, also was improperly hired.
Rainey is Mayor Mitch Landrieu's former press secretary and was appointed as a "S&WB Senior Project Manager" in November 2016 with a $90,000 annual salary, Monday's report said. That position does not technically exist, the report contends, while a similarly titled position of "Unclassified S&WB Senior Project Manager" entails a job description that Civil Service staff believe Rainey has not been performing.

We're having a good laugh about this in the office now. It suddenly turned to tears when we all realized this is the government we're supposed to be able to rely on and pay taxes to.

I never knew this kind of stuff existed until a previous company I was at bidded on some contracts for a Public Parish School System. Meeting with people who were tied into that stuff and found out how much educational dollars are thrown away on BS salaries.

Something similar to this happened in Sorrento, LA. They disbanded the police department because they couldn't afford to pay the insurance costs (they had a bunch of lawsuits and car accidents due to being stupid/corrupt), but the village council didn't eliminate the position of "Chief of Police".
So, a lady put her name on the ballot and ran for "Chief of Police" during the next election and won in an uncontested election. The village charter allocates a salary to an elected Chief of Police.
Since they didn't abolish the position when they disbanded the department, they had to pay a "Chief of Police" despite her not actually being "Chief" of anybody. Thankfully, they voted to eliminate the position following her elected term as Chief, but she was paid a decent salary to literally do nothing.
