No, he isn't. If your dog is in the road it's your problem unless extenuating circumstances

How was he an a-hole, though? OP was traveling on a public road; some jackass allows he's property to damage the OPs car. The only a-hole I see is the dog owner.

I'm not absolving the dog owner, but I would love to see him sue and actually win this.

At least ask your insurance. Personally there is no way that I'd try to get money from the guy, unless he was an obnoxious neighbor and it was a reoccurring problem.

His insurance is going to have a deductible, I'd at least expect the dog owner to cover that.

Similar thing happened to me. I reported it to my insurance, my insurance went after their homeowners, I paid nothing and car was fixed.
The dog is their responsibility.
