The infamous “black mold” is stachybotrys, but other molds are black in color, too. The mold in this picture is probably Cladosporium, the most common of all outdoor molds.
Should still get an air test and compare it to an outdoor air test. If the inside is between 10-33% of what the outside results show, it is considered a clean breathing space according to EPA guidance.

If you want to DIY,
Go buy a fungicide at Home Depot or Lowe’s. Shockwave and Sporicidin are good. Wipe it clean with this stuff, then encapsulate it with Kilz. Another option is white vinegar cleaner.

No. There are only a few toxic molds out there. The rest is nothing to be scared of despite what Lawyer TV commercials scare you into believing.

Not all molds are dangerous and not all black molds are dangerous. Cladsporium is pretty benign compared to stachybotrys, and they are both "black mold."

George, you can get a mold test kit at Home Depot and it till tell you if it is toxic or not.

Or, for less money and not much more work he could buy a product that will kill it no matter what variety of mold it is and be done with worrying about it. Why the frick is simple so hard for most people these days.

I've also been doing rental for a long time and this is neither mold nor mildew but rather a flock of demonic poltergeist. Wreaths of garlic, an assortment of crosses, and a regular dousing with a 4-parts-to-1 mixture of Holy Water and Lysol will have them out in no time.

my best contact is with EM Lab (Test America), but I'm sure you don't want to go all the way out to Glendale

You can ask them if they can provide some swabs. If not, I can send some to you. They are glorified q-tips. You roll the stuff in it and send it back to the lab. Pretty easy. You should expect to pay about $30 per sample. Just let them know that you will pay up front. I'd take one sample from each area or room of observed potential fungal growth.

Dead or alive you are still breathing it. You and your spouse should be fine, but I wouldn't want that for the infant.

The cabinets need to be replaced, the drywall, and insulation if that is against an exterior wall.

Your cheap landlord won't go for this, so at the very least, make sure you get some quality primer and encapsulate the mold.
