This may seem like a stupid question, but I don't see a garage door or anything that would allow the statue to be removed? Are they planning on tearing it down when they decide to move the statues?

Landrieu is a jackass. THey build that stupid structure to "protect" themselves from more bad press. How are they going to get the statue out? Through that stupid little door? No, they will tear that down on the taxpayer dime

So it's a tomb basically. They'll need to deconstruct the building when they move the statue again. Nice design.

Yeah it probably doesn't have the hurricane straps on the roof joists. But I'm sure nobody in code enforcement is going to touch this.

Completely temporary. Once...or....If..they move the statue it's no longer needed. Don't need a stout structure for that but there is no way that's up to code for even the most basic design categories. It looks like it would only take a 50-60 mph gust for it to collapse and a sustained event will have 2Xs and plywood flying through the air to damage other structures.
