Esplanade ave and N claiborne. I was traveling in left lane on esplanade. Right lane was congested. N claiborne has a green light as well with a yield to on coming traffic. Since left lane was congested, the cars were at a standstill and she made the left on esplanade into the left lane where I was traveling straight with a green light. Slammed on my brakes and barely scraped her car. She has a few scratches, I have nothing

If neither of you wants to have any repairs done, there really is no "claim" to be filed. If either of you does actually file a claim, the insurance companies will fight it out among themselves.
Once, I had a guy run into the back of my company vehicle. There was absolutely no damage on either vehicle. I insisted on calling the police and actually caught a little shite from him when he arrived. Once the report was done, the other driver and I went on about our day. The next morning, someone from my company told me that the guy had been in the hospital all night getting an MRI and such because he said his brain had been damaged in the accident!
The part that really pisses me off is that I am sure they gave him some small settlement just to get rid of him.

You should report it. If she makes a claim, you don't want to queer your coverage. But unless she can prove she had a green arrow, your insurance company will likely tell her to GTFO. Your company cannot (if in La.) raise your rate for an accident in which you were not at fault.

The police don’t determine who is at fault. They may say that to you in conversation because in this case it’s pretty obvious. But officially the insurance companies look at the police report and determine fault. It doesn’t matter if she gets a ticket or not, the report will still state what happened, and that’s enough for the insurance company to determine fault from. If you don’t have any damage, don’t claim. If she has damage, she will claim, and her insurance MIGHT try to get something out of your insurance company, but if you have a decent company they’ll stand up to them and won’t pay, because you weren’t at fault. Most likely they’ll just see she was at fault and pay her stuff.

Tons of ambulance chasers here, I’m sure one of them will take your case regardless of fault...

Go get the police report. Call them tomorrow and ask if they can put on the report that you were not at fault.

I did not know this...

If she says you both had a green light and she was making an unprotected left turn the adjuster will find her at fault. Did you exchange information? If so, she will likely make a claim and an adjuster will call you for your statement. Take pictures of your car, scene pics if you want (showing there is no protected left turn). She has duty to yield to oncoming traffic while making an unprotected left turn.

I was not rear ended!

You’d have to see the intersection. I just walked by it, and there is no possible way im at fault. She had a green light with a yield sign. I had a greenlight and was just driving straight. She made a left turn on a green light, bit failed to yield to me who also had a greenlight.

I’ve heard the police report listing of who is driver 1 or 2 tells the insurance company which party was at fault.
Customarily, the at fault driver is designated as "Vehicle 1" in the police report.

I was in an accident similar to yours, but both our vehicles got totaled. We both had green lights, she was in a left turn only lane (which had a normal green light, as opposed to a green arrow) and failed to yield by pulling out right in front of me as I was coming. I t-boned her; she was at fault and got ticketed. She was culcha and had a damn neck brace handy in her car... like seriously? But that didn't help her as her insurance had to pay me for a new vehicle and medical bills.
Anyway, just make sure the police report denotes that she is at fault. Basically, by making sure it refers to her as "Driver 1" and you as "Driver 2". You never want to be Driver 1

Thank you! I should be fine. I just do no trust people in accidents! This lady originally said she ran a red and had this guilty look on her face, but when the police show up she has green. Go figure!
