There are a lot (A LOT) of deserved criticisms for the politicians and their support of the homeless industrial complex, but a huge amount of the criticism needs to be pointed at the judges in the ninth circuit and the abomination that was Martin v. Boise. The handcuffs they put on cities and towns that did want to enforce anti-camping restrictions had been devastating.
