I don’t understand why he had 10 guns. I don’t understand the point of that unless he planned on putting so many rounds down that he was concerned about barrel failure from heat and thought he would need that many weapons to cycle through.
Nothing he did will make sense, there's going to be weird oddities like this and many others, because this dude wasn't thinking like we think.

That's what I mean at the root. I'm not saying what the govt says is an 'act' of terrorism.

Exactly. I just finished teaching a unit on political violence. The textbook I use for the class is one of the most common. The definition the book uses is the use of violence by nonstate actors against civilians to achieve a political goal.
