How is that racist? I guess to the extent it (unjustifiably) assumes non-white people blame white people for some significant amount of their problems. We can debate the extent to which this happens. But I hardly think it's a crazy stretch. At least not to the extent it would render the statement racist.
Is it productive and in the spirit of healing race relations? No. But that in and of itself isn't racist.
And the irony is, the outrage over it sort of evidences its point.
