Only way I could any refinery running at close to 100% is if they are shipping over the docks for international supply chains. Domestically everybody is about tapped out.
Also, they could be filling contracts via pipeline for some of their other US refineries that they may have idled. I.E., if they needed to cut 50kpd production, maybe the Catlettsburg refinery slows down and Garyville stays at 100%.

Good luck. Their maintenance and capital projects departments act like I should happy they even let me in the door, so I better pay homage. P66 is better about it but still pretty bad.
I sell engineered industrial equipment, no idea what their Chem E people are like.

I work in storage and we have began taking in oil from people primarily to keep it for a bit, just because of the market saturation..
