He can’t stop a car by getting in front of it he is just putting him self in position to get run over.

But he can get in the drivers view to make sure the driver is seeing and aware of his command to stop. Eliminating any chance that the driver didnt understand.

Let’s also not forget that, even though we now know he was just a drunk, in the last couple of years terrorist use of vehicles as a weapon has been a concern. In the few seconds that the troopers had to react, this probably crossed their mind as well. It would be easy to kill / injure a bunch of people by driving down Bourbon. I had my doubts on the shooting after the initial story but the video makes it abundantly clear they did a great job.

They have devices installed on bourbon to prevent this exact scenario from happening. They just don’t have them up during the day but it’s not like police aren’t aware of it being a possibility.
