Between 1937 and 2012, there were an estimated 1,600 deaths at the golden gate, or about 1.777 per month. And they havent built a high fence yet(but I heard they might soon)

Why are you making this comparison?
Golden Gate is a heavily traveled bridge in the second largest city in California.
The Hoover Dam is in the middle of the desert.
