it seems that usually the victims are identified quicker than this, at least nationalities. why the wait to confirm americans were on board? is this a privacy issue and they are waiting until the families are informed, or just taking longer than normal to confirm?

A calculated approach is exactly what we're taking. We signed the Budapest Memorandum in 1994 that spelled out our potential involvement in the region. To sum it up, we are obligated as a superpower to provide security assurance against any threats or use of force against the territorial or political independence of Ukraine. If it comes down to them verifying that Russian weapons were knowingly given to Pro-Russian Separatists in the region were used in this attack (regardless if it was an "accident" or not), according to the treaty we're obligated to act.
