I looked at a map and there are 4 or 5 in Orleans Parish. One is near UNO and the others are in the scarier parts. It's kind of funny if some transplant clown in some hipstery gun range of a neighborhood can't get groceries anymore without feeling dirty.

I don't live in New Orleans and I think Rouse's is a pretty good supermarket. Where I live, I have Publix and Kroger and they just don't have a lot of the foods I like. Obviously I can't expect fresh seafood or a muffaletta, but I really don't see why I have such a hard time finding hogshead cheese or (FFS, Publix!) shrimp-flavored cup ramen. It's like these places are designed for my Midwestern grandparents.

Varies greatly by location. Some of their stores are crap. Some are pretty nice.

The Rouse's in Saraland, Alabama was exceptionally busy today. I've resolved to shop exclusively at Rouse's, even though it's a 50 mile round trip for me.
