Carbide bit, you'll have to keep the armature from turning without scratching or marring.

Vise grips would work, with a thick leather work glove. Glove inside the jaws of the vise grips.

Mild heat on the shaft, if possible, but may not be necessary.

What is the ID of the opening?

Wal-mart bits would work.

Drill the center with a smaller diameter, pick the plastic pieces out.

She can try that, but it is likely the plastic threads have melted to the shaft.

I'm curious as to why a plastic screw was used in this application.

It’s a pump. For some reason the shitty plastic screw is what holds the whole thing together.

If you can, see if it ( the screw) has standard threads and go back with a stainless screw.

Threads could be metric or SAE. The hardware store will have a wat to check it

But: be sure to put a thin coat of moly (anti-sieze) on the screw threads.
Stainless on stainless siezes like nobody's business.

Is the pump really old?

I have a spare screw I can look at. Pump is like months old. We use this instrument a lot and we go thru pumps.
