It's a big issue if you believe as I do that the number of cops hired is kept low so the regulars get more OT.
As a result of this, the force becomes worn don't and they don't do as good of a job.

And, they use the OT in recruiting because the base-line pay for officers is so low. They say, sure, you only make 35k/year to start, but with OT, it's really 80k.

Yes, it hurts moral because the officers pick who does all this OT, and gives their buddies more and gives them easier assignment.
For instance, would you want to be working an LSU game at the corner of Nicholson and Burbank, or in the East Upper Suites?
Would you want to be working the parking lots at a hoops game on a cold January night, or inside the PMAC providing security?
More hours, better assignments, etc. and the chief and his officers wield a pretty good stick.
