I really just don't see LSU becoming a top tier academic institution, even if they tried. The state would have to prioritize law and order and education long before LSU would start seeing the results. I do like the idea of tying to become very large, so we can have a good overall big school experience, and the revenue generated can at least provide some top notch programs and classes. However, making the university safe needs to be the main priority. No respectable people are going to send their kid to an unsafe university.
