That is part of it, yes. Why they didn't want to use the WHO test or a test from China or other impacted nation, none of us know. Then they frick up the roll out of our own tests. And they frick up and realize the labs can't process tests quickly enough.
To this date, only 6000 people in the US have been tested, total. It's a fricking embarrassment and is going to lead to a lot of old folks dying.
Then today, the CDC head said that instead of having the CDC setting up outdoor, drive-thru testing sites with CDC personnel administering tests, they want people to use their own "doctor-provider relationship" to get all testing done. So they're essentially sending thousands of people to PCP's who do not have protective gear to administer tests they do not have. Why? Sure seems like they want to make sure the insurance companies get their cut of the bill.

Though I'm sure this was just a poor attempt at humor, the point wasn't about access to testing it was about making sure we don't overwhelm our healthcare system. Adding testing to already overwhelmed primary care providers who, again, don't have protective gear and will likely end up quarantining themselves, will lead to a crisis.
This is a directive from the CDC. Disease Control. And they're fricking up badly.

The allegedly infected teaching assistant got back from China in DECEMBER. CDC has already nailed down the incubation period as being 5.5 to 21 days. It is now MARCH and the LSU Prof is suddenly screaming about being exposed. He would be sick now or not. He doesn't need to be tested.

We'll never know. The Trump administration has classified all internal communications and deliberations regarding coronavirus. Why would they do that? Experts were shut out of meetings because they didn't have clearances. It's a fricking clown show.
