So I guess she is implying the libraries will be testing centers? First real need of a library in 15 years.

That's not the surprising part. It's the government.

The much more surprising part is that a board full of so called libertarians and conservatives seem to be fine with cruising with this as it gradually escalates and seeing how it shakes out when we're getting next to no hard data on any of this.
