I'm curious if there's a law for each and every one of the regulations that the health department enforces on restaurants?

Like, is there a law that explicitly spells out how to handle raw meats, or food storage, or how long the food can be at certain temperatures? Does it not delegate discretion about hygiene to the health department?

Is there a law that says you must store glasses upside down?

If the answer to any of these is "no", is it unconstitutional and unenforceable?
