If you look closer those are cities. Lots of urban folk live in... well urban areas. A lot of poor and uneducated people living really close to each other. There is a lot of opportunity for drug activity which attracts violence. I don't give a frick what party is in charge, all of the ingrediencies are there for what goes on.
But according to candidates running for governor of La, governors do have the ability to stop crime because I think every commercial I have seen that is a campaign for a candidate for governor has promised to do something about the crime problem.
Some of you have a pretty simple view of how things work.
