Rapides Parish has a good program for this. Non-violent, convicted prisoners get this as an opportunity. They can be on work crews that work from 8-3 everyday picking up trash, weed eating, clearing drainage ditches, etc for the benefit of much better food, ability to go outside, and less populated cells where the inmates behave better because they see it as an opportunity. They'll have 15 work crews out everyday. If you refuse to work, back to DC-1 where your in a cell 24/7 with absolute shite food and over populated dorms.
It works. baton Rouge should learn from Rapides.

Most of you won't like one of my answers here, but the single-user plastic bag ban has been helpful here in NY. Or at least here in Upstate NY. My area also banned polystyrene containers, and the result is noticeable.
The thing that always sticks out to me about living in southern Louisiana is the number of dead pets/domestic animals found in the side of the road. I'm used to seeing deer, porcupines, groundhogs, and other assorted wildlife dead around the roadways but I've never seen as many dead dogs and cats along the road as I have in and around the Laffy-BR-NOLA area. This screams trashy to me.

I'd like to see the trash trucks fined for this. All up and down 61 near the dump the roads are littered with trash that falls off our out of the trucks.

I once saw a MFer at Siegen & Airline lower his window and dump about 3 bags worth of garbage from fast food joints in the middle of the intersection- sitting first in line waiting to turn north on Airline.
What do you do with people this lowbrow? I don't condone roadside beatings- but things like this make them just a little nudge easier to understand.

More business than individuals. Vast majority of the litter I have picked up with volunteer groups is coming out of trash cans, dumpsters, trash trucks, industry trucks etc. Go to any parking lot in the state or country for that matter and watch the trash blowing across the parking lot into the streets and check how many dumpers are wide open. Also when it rains you ca watch litter flow from parking lots into storm drains. The drains are doing fine until all the debris floats down into them.
Individuals do their part like dumping couches on the interstate (by accident ;) ) People also do not police their property. We picked up litter on Jefferson Hwy and went through the some of it and found open mail that belonged to businesses and addresses along the rout. it is being put in trash cans and the trash pick up is missing the back of the trash collector.
But the vast majority of stuff comes from business and also major events where the massive crowds can't seem to find a trash can.

We do. Litter abatement is done before mowing. It doesn't get done often enough though, and even when they pick up trash, people just litter again right after.

its not up for debate. one state is covered in litter from the rivers to the roads to the wildlife refuges, the other takes measures to keep itself clean and has a little pride.

I was behind a car at a stop light the other day when the driver simply rolled down her window and tossed out her McDonald's bag. Nasty f*cks who toss their cigarette butts arent' much better.

My parents live along a rural highway where 90% of the traffic is good old boys, oil field workers, and other (white) country folk. Parents can clean their yard along the highway, and it will be littered with cans and bottles overnight.
When we drive home from an out of state vacation, the garbage and tire carcasses along the interstate is always greatest in our trashy state.
