If you have I-49 from New Orleans to I-10 in Lafayette then you don't need a southern bypass in Baton Rouge. You need a Northern bypass to divert truck traffic off of I-12 in BR.

Baton Rouge needs a new bridge south of the city regardless if I-49 from Lafayette to New Orleans is ever built.

I-14 being authorized in this legislation would be good to help regionals. Also decreases need for the loop.
