Oh, I know when it was (7/13/20).
I gave myself that leeway with the various dates since folks have been comparing region to region in here. It's possible the different regions had different peak-cases dates.
With the peak falling around that same time, for masks to have had an effect on cases, the mandate would have had to have gone into effect, what?, 4-7 days before that?

So I'm not sure how hospitalization decreases are counted. What I mean, is do they count a death as a reduced hospitalization even before the death certificate is confirmed?
So far there are 5 deaths attributed to August 4th (-9 hospitalizations) and 0 deaths attributed to August 5th (-16 hospitalizations)

I believe state reporting requires death certificate, something I read here a week or two ago. Makes sense that hospital census would be independent of death report to state, if death certificate summation is correct to begin with.
