I find it hilarious that you submit that as a solution that would prevent someone from being upset about the situation, which was the original question.
Anyone who wouldn't be upset is a passive little bitch who probably pays way more stupid tax then he thinks.
If the fob owner ended up getting it working on his own or elsewhere, then should OP refund him and apologize?

Yes. I'd be upset that I bought shitty fobs and then had to pay another $90 without getting them programmed.
I would pay up and I wouldn't be mad at the programmer unless I found out they didn't know what they were doing.

I did the same thing. Mine worked
However the laborer was very clear up front before starting sometimes the off market fobs don’t work but I would still be charged for the labor. I would have been frustrated but not at him for charging me

Buy a diagnostic scanner and fobs from Amazon. It will pay for itself.

Link please? The scanners I have found dont open the program for fobs. Have a 2012 Suburban and the only way to program is using a diagnostic tool or take to someone that has proper tools

I have yet to see a scanner purchased from Amazon or a parts store do what a dealership scanners can do.
I bet we receive 7-12 calls a day from independent shops and customers asking about codes and things to check that their scanners cannot do or tell them. Basically dealer scanners go more in depth than what you buy on the net or from a parts store. P0300 code pops up and the device will tell you it's an engine misfire and that's it. Our devices will tell you which cylinder set the code, the throttle position at time of failure, if it's an ignition coil, spark plug, plug wire or something internal such as a lifter.
Our response is we'll run the diag, print it all out and let you go at it......for a small fee of $150 which = 1hr labor...even if it takes 5 minutes to scan and print.

It's probably been close to ten years ago now, but a friend with an independent shop said Snappy wanted over $6k per year subscription for his scan tool that would supposedly read all the codes.
Not sure if even that would equal the factory scanners.
