Actually the key is force. Since the fly has a very low mass and the train has a very low acceleration the net movement of the fly will be towards the wall, but the distance will be minimal.

As long as you assume that the fly only hovers, the only pertintent question is whether the mass of air surrounding the fly starts to move with the train. If so, the fly will start movingd. If not, the fly will remain still. Under either scenario, it is unlikely that the fly will move in sync with the train.

What do you mean? An African or European fly?
