Legal Question: Can A White Person "Identify" Themselves as Black?

Transgenders have successfully brought lawsuits in which a person who has all of the physical characteristics of a man can "identify" himself as a woman at the time and have access to certain facilities.
Could a person who has all of the physical characteristics of being Caucasian successfully bring a lawsuit in which he "identifies" himself as black to gain access to public facilities that he would otherwise not have access to?
I know that it seems ridiculous on the surface, but so does the former, and the court has ruled in favor of them in cases.

I knew a little short red-haired fella that kinda looked like a leprechaun. Guy lived entirely immersed in urban black culture... to the point of using that oil or whatever the shite it is that black guys put in their hair to get that wavy look. He was married to a Jamaican lady and was the only guy on the boat who the black dudes let cut their hair.

Not sure about lawsuit but when this chick did it she got crazy backlash.
