Maybe "out of control" was hyperbole but they are becoming a nuisance and a season needs to be open on them or they will get out of control with the way the pop is growing

Yes, I hope that we soon see a black bear season in Louisiana. This has been my hope all along with LDWF working to bring them back. I would suspect that they would start by doing a yearly draw. Also, maybe keep the cocaine away from the bears in your area they want be such a problem.
