I've just now decided to study hard, get into a top law school, then a top law firm, make all the right political connections, and then become a judge.

I would agree that the three girls are the victims here. The adrenaline rushed cops chase them without probably cause and against orders to disengage the pursuit. They are young, naive and scared. The police disregarded public safety in this case and were definitely negligent.
