Imagine living in a place you know is a ticking time bomb before it can get wiped out again. Not where I would invest my money and can’t believe anybody would insure it for an affordable price.

Jefferson Parish has a very capable team of people who run and tend to their drainage system on a daily basis. From the top down to the operators. SWBNO doesn’t have that in enough numbers.

You can certainly move your family out of Orleans Parish. Jefferson, St Tammany, St Bernard are all options that offer safety and stability. You may still have to drive into the shithole for work but that is life for many that have improved their family situations. Orleans Parish and the New Orleans Metro Area are not synonymous.

For a phased, complex project is that you get all necessary stakeholder buy in via stakeholder engagement before you turn dirt. Which means it happens in Phase 1. Not sure where this project is but if it’s Katrina Dollars I’d imagine we’re close to Phase 2 (Construction) Approval.
Meaning she and/or the City did not get this buy in early on.
I will say that FEMA’s Compliance Team for NEPA & NHPA is really rigorous but the NHPA side has been challenged with the historic nature of just about every single curb and gutter in NOLA. But if it passes NEPA muster then that means PE’s-likely high priced ones working for a Municipal entity the likes of NOLA-have stamped and sealed some detailed studies and design plans.
Hard to think that if it passed the professional scrutiny of modelers for an H&H Study, likely close to 90-100% design plans and then a FEMA review for Environmental and Historical Compliance that any Neighborhood Association is unearthing a situation or issue that could jeopardize the validity of the amount of study and design effort involved in a project this size.
Which leads me to believe it all boils down to an Operations and Maintenance Agreement, or O&M Plan. Which the City and City Park would have to enter into and agree to on both sides. You can’t use this entities infrastructure or turn dirt there without it.
The city can use FEMA Guidance and legally appropriate the land, but then they still have to operate and maintain the projects improvements…plus the rest of the Park. Likely something they don’t have the stomach for.
From the way this one reads, the Plan they’re pitching to City Park isn’t one that the latter wants to swallow, either.
The Citizens are nuisances but no need to call them out…unless they’re using City Park folks as a proxy to fight the project. Which sucks if so.
