That may be for refined products. The pumping station for crude oil is a few miles away from the city. It pumps to single point mooring buoys away from the port where depth of water is sufficient for decent sized tankers

FWIW,
I started a conversation with Ukraine last week to purchase a refinery from me.
It has the latest technology to cut processing cost to make ULSD by 40%. It also has technology to turn the nitrogen and sulfur compounds removed via hydrotreating into ready to apply slow release FERTILIZER, not just sulfur and ammonia water.
Thing your ignorance knows zero about. BTW, no Russian refinery has such technologies.
