There isn't any publicly available info that the Ukrainians have been given ATACMS (even in the latest list of arms released yesterday). I'm wondering if these were Tochkas.

The Russians have had a lot of unlucky "accidents" during this war. This one may present a little tougher narrative for the Russians on the home front because it is being filmed and photographed by Russians vacationing in Crimea.

Ukraine has an Air Force. Is could have been a regular old bombing raid

Ukraine is a cesspool of corruption via money laundering. Plus the whole “Civil War” thing (ethic cleansing of Ukrainian’s of Russian ancestry in the East by pro-Nazi goons) has to come into play.
It is still primarily on Russia, but I can’t imagine acting as though Ukraine is totally innocent.
