Burning of skin and lungs if inhaled too much. It shouldn’t do any severe damage for people driving over the bridge but I’ve also never seen a decomp this large.

Its chlorine. Definitely don't want it to come in contact with your eyes, throat, and lungs. Can cause tissue damage.

Arkema in Baytown had decomp of Organic peroxide that combusted after Harvey when power went out and the back up generators for the site flooded, if I am not mistaken.
