For some reason for being next to Texas of all things, Louisiana has a considerably low Hispanic population compared with Georgia, the Carolinas and Tennessee.

I would assume NC and TN would be considered “mountainous”, Florida is often times left out of “the south” (though the panhandle is pretty southern), and Metairie isn’t a city.

There are literally like 4 people arrested a day down from 100ish according to LPCC website, so I'd say its a bit more extreme than that.

I'm still trying to recover from Charleston... I have always -- probably along with a lot of other people -- envisioned it as a smaller, de-Yatted version of New Orleans. So I projected the NO demo onto it.
When you've spent your whole life in Missiana (Louisisippi?) it affects your perceptions. You think everywhere must have the same demos. I once knew a guy who'd spent his whole life in S. LA. I told him about somebody I knew who had visited Wyoming, and didn't see a single black person there. There was a rumor that there was a black family in the next county, but that had not been confirmed.
The guy from S.LA called me a liar. "There's no such place!" he kept saying. It was beyond his imagining.

Charleston has seen Austin levels of gentrification this past century. All of the hood rats got pushed out to North Charleston (a separate city almost as large as Charleston).
