The problem is the business owner and government allow this to happen.
Someone will end up getting hurt and the business owner will be sued.
They are loitering and have them all removed from the property. If not call in private security to handle the situation or shut down the location temporarily boarding up window and put a hurricane fence around the property with wire at the top.
The more the people allow this behavior the more it will happen.
