Don't know what state you are in but there is usually an agency that oversees used car lots licensing. Contact them.

Don't be. Most notaries just verify that the signer is who he says he is (if they do that). Most will notarize a signature on a dog's arse for $10.

if you are in Louisiana and don't have a title, you are screwed. Some states are more liberal on the title laws, but not Louisiana.

The 13th Amendment generally prohibits buying and selling people. I'm not aware of any exception for czars, regardless of use.
