You’re out of luck. They don’t make Czars anymore. The last one was probably Boris III of Bulgaria, but the top of the line Czars were Russian ones, and there hasn’t been one in over a century. There were those fake Obama Czars but those were bootleg.

You’re just going to have to settle for a King, or an Emperor.

Yes it is possible with the proper paper work, go to one of the independent title transfer outfits, they deal with this situation almost daily, the DMV is usually less than useless for this type thing.

Print out the forms for a duplicate title forge a few signatures and receive the title.

Just noticed I messed this up.

Someone I know bought a vehicle from someone (Notarized bill of sale) who bought a vehicle from another person ( bill of sale). No title anywhere in the chain.

Registered owner is a used car lot.

You need bonded title. Louisiana doesn’t recognize bonded title. You’re screwed. Texas or Alabama will issue bonded title. When the bond mature you can apply for regular title then transfer to Louisiana. If it’s still running.
