I’m not going all the way back but phase 1 we stayed shut down as a state over a month longer than the guidelines stated all because one small area in the state had plateaued instead of declining for 2 weeks. He nitpicked the numbers he wanted to extend it.
ETA: I believe the areas were the Monroe and Lafayette regions that had plateaued.

If you test significantly more, you will find more cases. Wouldn’t it make sense then to go off positivity or maybe something actually meaningful like hospitals or deaths or vents?
