LA criteria to move to Phase 3?

When is first possible date LA could get to Phase 3?
What should we be looking at numbers wise?

It will only be Nov 4 if Biden wins. Otherwise JBE will continue to punish the economy.

If we do that, we would have to run the exact same number every day. You sure it’s not positivity rate?

The idea of making the Phase jump relate to cases instead of deaths...where did that come from?

Moving on the the next Phase has always been about declining cases.

It was the reason why we stayed on the Stay at Home order longer.

But who determined it was based on cases and not deaths? Whitehouse? JBE?
