I assume this is because most of the perpetrators of this crime are minorities or homosexuals.

Let loved ones of those decision makers be negatively impacted by this stupidity.
Decisions like these need to have ramifications. There is zero legal, moral, or logical reason to even contemplate such a move much less pass it.
