The only way to stop this is the hold the telephone carrier responsible. AT&T could stop this tomorrow if they wanted to.

Most of those calls originate from overseas. No way to get to the perpetrators.

it's a little bit more complicated than that
I don't know if the carriers still use SS7 signaling for call tracking but there are a lot of layers to tracking, tracing, and routing voice traffic. Most of the call orgination information can be spoofed by end users. Also ATT is not allowed to block traffic that originates from other carriers
