Uhh no, they didn't spend enough time in time out. Their parents were too scared to offend their child so they let them get away with whatever they want, showing them early on there are no consequences for their actions. That's why we see so many 15-25 year olds with no concept of reality and think they're entitled to everything in life instead of earning it.
